M/S Bhullar Constructions Got A Project:PBMC of Maur to Raman Mandi section of NH-254

The Ministry of Road Transport and Highways (MoRTH), through its regional and project-level offices, has initiated a tender process for a significant infrastructure project in Punjab. The scope of the tender falls under the Performance Based Maintenance Contract (PBMC) model, focusing on the Maur to Raman Mandi section of National Highway-254. This particular stretch spans from Km 104.200 to Km 131.600, aiming to enhance road quality and ensure long-term maintenance standards are met.
This PBMC tender was issued by the Ministry in coordination with P1 Delhi – MoRTH, RO Chandigarh – MoRTH, and NH Punjab PWD-Bathinda – MoRTH. The project is designed to improve the efficiency and durability of road infrastructure through performance-linked parameters, encouraging contractors to maintain consistent quality over the contract duration.
The financial bid opening was conducted on April 4, 2025. The process invited qualified contractors to submit competitive bids under strict technical and financial scrutiny. The Ministry ensured transparency and compliance with standard bidding protocols throughout the evaluation.
Among the bidders, M/S Bhullar Constructions emerged as the lowest quoted bidder, marking a major milestone in the project’s procurement phase. The total project value is estimated at ₹16.67 crore (Rs. 166,740,647), reflecting a substantial investment in Punjab’s road infrastructure.
